The Ministry of Digital Development is working out a requirement to provide internet access speed of at least 1 Gbit/s per household in every apartment building within 10 years. Deputy head of the ministry Dmitry Ugnivenko told the Kommersant newspaper about this on 8 October.
The requirement is being prepared as part of a reform of the communications industry. The ministry expects to submit the draft law with the new provisions to the State Duma by the end of the year.
Besides network speed requirements, the document proposes providing for out-of-court revocation of a licence for repeated violations of communications legislation. A 10-year ban on obtaining a new licence may also be established for such operators.
Ugnivenko noted that when introducing the new rules it is necessary to take into account the situation of small operators that are the only communications providers in certain territories. They are planned to be given additional time to adapt to the requirements, and one year is given for re-issuing licences without a fee.
